(322019920816 not trustworthy) are above 1. All other indicate a 2% low offset.
Nonetheless not enough for a small adjustment. Note that the data is not very
precise, too.

given, many japanese cruises around that time/location show similar offsets.
Adjust downward following the "low end" of the weighted mean.
